Recent Readings: Philippine Contractors Accreditation Board

So the Company is Renewing its PCAB (philippine Contractors accreditations boards) and I had the AMO (authorized Management office) Training.

PCAB is a sub-group of the Construction Industry Authority of the Philippines (CIAP)

R.A. 4566 as amended by P.D. No. 1746 provides that no contractor (including sub-contractor and specialty contractor) shall engage in the business of contracting without first having secured a PCAB license to conduct business. It is an offense to engage in contracting business without a license first being obtained. All architects and engineers preparing plans and specifications for work to be contracted in the Philippines shall stipulate in their invitation to bidders, whether a resident of the Philippines or not, and in their specifications that it will be necessary for any bidder, whether contractor, sub-contractor or specialty contractor, to have a license before his bid is considered. The purpose of the Contractors License Law (R.A. 4566) is to ensure, for the safety of the public, that only qualified and reliable contractors are allowed to undertake construction in the country. The law also aims to promote for the benefit of the public and private sectors and for the national interest, the orderly growth of the contracting sector and the upgrading of construction capability.

Pretty Much Saying we NEED to prioritize this.

I had to study the following:

  1. RA 4566 AN ACT CREATING THE PHILIPPINE LICENSING BOARD FOR CONTRACTORS, PRESCRIBING ITS POWERS, DUTIES AND FUNCTIONS, PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPOSES
  2. PD 1746 CREATING THE CONSTRUCTION INDUSTRY AUTHORITY OF THE PHILIPPINES (CIAP)
  3. Renewal of PCAB License for Corporations (this has the Checklist, which is 80% of the basic and easiest source for Points and Accreditation)
  4. Implementing Rules and Regulations Governing Licenses . How Most of the Credits Work
  5. 2017 revised Classifications and Categories
  6. CIAP Document 102 Primer (The Basic Set of Contractual Aggrements in Any Construction Work). I’m guessing instead of a LONG contractors agreement we use this as the MASTER agreement and then Make Changes based on our Own policies and the circumstances. the FULL set of Contract Clauses, key language to be on the same page with any client and subcon or partner.
  7. R.A. 876 – AAN ACT TO AUTHORIZE THE MAKING OF ARBITRATION AND SUBMISSION AGREEMENTS, TO PROVIDE FOR THE APPOINTMENT OF ARBITRATORS AND THE PROCEDURE FOR ARBITRATION IN CIVIL CONTROVERSIES, AND FOR OTHER PURPOSES
  8. RA 9285 – AN ACT TO INSTITUTIONALIZE THE USE OF AN ALTERNATIVE DISPUTE RESOLUTION SYSTEM IN THE PHILIPPINES AND TO ESTABLISH THE OFFICE FOR ALTERNATIVE DISPUTE RESOLUTION, AND FOR OTHER PURPOSES
  9. EO 1008 CREATING AN ARBITRATION MACHINERY IN THE CONSTRUCTION INDUSTRY OF THE PHILIPPINES
  10. Review the Companies Own PCAB old licenses and how it filed and the problems that arose.
